Pentagon Awards Microsoft $9.7 bn Enterprise Software Deal to Cut IT Costs

The U.S. Department of Defense has awarded Microsoft a $9.69 billion five-year enterprise software agreement aimed at reducing technology procurement costs and eliminating fragmented software licensing across U.S. military agencies.

The agreement, called the Core Enterprise Technology Agreement (CETA), consolidates software licenses previously managed separately by different military branches, intelligence agencies, and the U.S. Coast Guard into a unified procurement structure. The Pentagon said the move is designed to reduce duplicate spending, improve operational efficiency, and leverage enterprise-wide purchasing power for better pricing.

The contract primarily covers Microsoft 365 productivity software including Word, Excel, PowerPoint, email services, cloud subscriptions, and on-premises software licensing. Pentagon officials indicated that the agreement does not represent new spending because the software subscriptions were already funded through existing departmental budgets and were approaching simultaneous renewal periods.

The deal significantly strengthens Microsoft’s position as a strategic enterprise technology provider across U.S. defense infrastructure.

Pentagon said fragmented procurement practices over several years had increased costs and created inefficiencies across military operations. By centralizing procurement under a single contract vehicle, the Department of Defense expects to streamline IT management while improving cost visibility and software standardization.

Reports indicate that the agreement also supports growing demand within the Defense Department for cloud computing, hybrid infrastructure, and advanced collaboration platforms. The contract comes as governments worldwide continue modernizing legacy IT systems and consolidating enterprise software environments to improve cybersecurity, scalability, and operational control.

Pentagon’s move highlights the increasing strategic importance of large-scale enterprise software partnerships in government digital transformation initiatives, particularly around cloud adoption and centralized IT management.
